About Right to Information Act 2005​

VikarabadDistrict is one of the districts of Telangana State. This is the administrative unit of Telangana. All the public works are sanctioned from here, for rural and urban development. Bringing Information to the Citizens :

Right to Information Act 2005 mandates timely response to citizen requests for government information. It is an initiative taken by the Department of Personnel and Training, Ministry of Personnel, Public Grievances, and Pensions to provide a– RTI Portal Gateway to the citizens for quick search of information on the details of first Appellate Authorities, PIOs, etc. amongst others, besides access to RTI related information/disclosures published on the web by various Public Authorities under the government of India as well as the State Governments

​The objective of the Right to Information Act :

The basic object of the Right to Information Act is to empower the citizens, promote transparency and accountability in the working of the Government, contain corruption, and make our democracy work for the people in a real sense. It goes without saying that an informed citizen is better equipped to keep necessary vigil on the instruments of governance and make the government more accountable to the governed. The Act is a big step towards making the citizens informed about the activities of the Government.

RTI SALIENT FEATURES

1.1 Salient Features of right to information act-2005

  • Parliament enacted the Right to Information Act on 15-06-2005.
  • The provisions of sub-section(1) of section 4, sub-section (1), and (2) of section5, section 12,13,15,16,24,27 and 28 of the Act shall come into force at once, and the remaining provisions shall come into force on the 120th day of its enactment.
  • To Promote Transparency and accountability of every public authority.
  • To enhance effective functioning of the Government
  • Optimum utilization of limited fiscal resources
  • Preservation and confidentiality of sensitive information

1.2 Concept

  • To provide for setting out the practical regime of right to information for citizens.
  • To secure access to information under the control of the public authorities.
  • To promote transparency and accountability in the working of every public authority

1.3 Information means

  • Any material in any form including records, documents, memos, E-Mails, Opinions, advice, press releases, circulars, orders, logbooks, contracts, reports, papers, samples, models, data, material, etc.,
  • In any electronic form and information relating to any private body which can be accessed by a public authority under any other law for the time being in force.

1.4 Record Means

  • any document, manuscript on file
  • any microfiche and facsimile copy of a document.
  • any reproduction of image or images embodied in such microfilm whether enlarged or not
  • any other material produced by a computer or any other device

1.5 Who is a Public Authority

     Any authority or body or institution of self-government established or constituted

  • By or under the Constitution.
  • By any other law made by parliament
  • By any other law made by State Legislature.
  • By notification issued or order made by the Government, and includes any
    1. Body owned, controlled, or substantially financed
    2. Non-Government organization substantially funded directly or indirectly by the Government

1.6 What is Right To Information

       The right to information accessible under this act is held by or under the control of any public authority and includes the right to,

  • Inspection of works, documents, records
  • Taking notes, extracts, or certified copies of documents or records
  • Taking certified samples of material
  • Obtaining information in the form of diskettes, floppies, tapes, video cassettes, or in any other electronic mode or through printouts where such information is stored in a computer or in any  other devices

1.7 Application Fee to Accompany Request for Obtaining Information

  • A request for obtaining information under sub-section (1) of section 6 shall be accompanied by an application fee by way of cash or by demand draft or by bankers Cheque payable to the Accounts Officer or any other duly authorized officer of the Public Authority, against proper receipt, at the following rates :
  • In respect of public authorities at the Village level – no fee
  • In respect of public authorities at Mandal level – Rs.5/- per application
  • In respect of public authorities other than those covered above – Rs.10/- per application

1.8 The fee to be charged for providing Information

         For providing information under sub-section (1) or sub-section(5) of Section 7, shall be charged, by way of cash or demand draft or bankers Cheque, payable to the Accounts Officer or any other duly authorized officer of the Public Authority, against proper receipt, at the following rates:

  • Priced Material: Publications printed matter, text, maps, plans, floppies, CDs, samples, models, or material in any other form, which is priced, the sale price thereof
  • Other than priced material
    1. The material in printed or text form ( in A4 or A3 size paper ) Rs.2/- per each page per copy
    2. The material in printed or text form is larger than A4 or A3 size paper – actual cost thereof
    3. Maps and Plans – actual cost thereof
    4. Information in Electronic format viz., Floppy, CD or DVD:
      • Rupees fifty (Rs.50) for Floppy of 1.44 MB
      • Rupees one hundred (Rs.100) for CD of 700 MB
      • Rupees two hundred (Rs.200) for CD (DVD)
    5. Samples and Models – actual cost thereof
    6. Inspection of records – no fee for the first hour; and a fee of rupees five for every fifteen minutes ( or fraction thereof ) thereafter

    8. Material to be sent by post – the actual postal charges in addition to the charge payable as per these rules
